More fans with 1400 points or more than away tickets so some people with very high points totals have missed out.

not rocket science is it. If you've got 2000 tickets you set the points threshold at so the top 2000 fans in terms of away points can all go if they want to then you sell to those outside the 2000 if there are tickets not taken.
