but the wall collapsed as a direct result of the crush of Juventus fans trying to escape the charging Liverpool fans.
So although individuals, might not have reasonably expected it, their wilful reckless act triggered a chain of events which did lead to multiple deaths.
The burden of proof under Belgian law is probably different, so had Heysel happened in the UK, the legal implications could have been much different.
