Governments follow rules. They obey bureaucracy.

If you start letting individual civil servants/DWP case workers making decisions based on discretion, however well intentioned, you get a mess of inconsistent decisions and even more cases of bizarre hardship (or spiralling cost for the taxpayer)

From time to time the rules are going to generate cases of hardship like this, and you and me will think it's a daft situation and wonder where common sense has gone, but well run government bodies don't operate on the basis of subjective common sense, they run on the basis of fixed rules and bureaucracy.

IT's not a party political issue.
