In what way?
I just think its become far to easy for people to explain away bad or selfish behaviour by saying that they have some form of "illness." To reverse a phrase used by BGH illnesses are too often being used to excuse acts rather than explain them. It may be some form of mitigation for what has been done but if, as with Carlisle, you have an individual who has been caught drink driving (and he probably done it far more often than he;s been caught) on several occasions now then the book should be thrown at him depression or not.
As someone has said below there are many, many people who have mental illnesses including depression who do not commit criminal acts or place others in danger.
