I can see the potential logic

Year 1: Rationalise 3 vendors to one vendor to reduce overall cost - Year 1 objective ticked, bonus achieved

Year 2: Re-tender expensive single vendor to next cheapest to reduce overall cost - Year 2 objective ticked, bonus achieved.

Year 3: Re-tender still pricey single vendor to cheapest of the lot - Year 3 objective ticked, bonus achieved.

Year 4: Re-tender cheap & nasty supplier to top-of-the-range supplier to faciliatate enhanced working ability to enable employees to maximise efficiency - Year 4 objective ticked, bonus achieved.

Year 5: Re-tender to next cheaper provider to save overall costs... (cont. p94)
