I think encouraging it is a good thing

If everyone cashed out when they are 1 or 2 results short on a 15 team bet. Then they'll be in the red on those bets, because everyone would be taking 25/1 wins on ?1/?2 bets

If they don't offer the cash out. They rake in those ?2's in hundreds of thousands and then gleefully pay out ?200k once every 2 months (getting free advertising in the press and tv)
