He's right I think

I did an Innkeepers course once. The bloke that ran it said that a bloke could come in to your pub, buy a whisky, then give it to his two year old infant. It wouldn't be against the law.

Obviously it's a bit of a wrong 'un and he may have been talking bollocks.
