As you neither asked for them to return your dog or were phoned before hand to be advised it was in their care and there would be a charge for its return, you are under no legal obligation to pay them anything.
If I had a leaking pipe and someone mended it for me without my
knowledge else a request to do so, then sent me a bill for its repair, I wouldn't pay that either.
