im guessing youve done a hard reset etc
normal broadband speed at least on BT is 7-8 Mbps
if you're still able to use the internet its highly unlikely its either the router or the filter.
my 1st guess is that some1 else is using it but without knowing more detail i cant help you anymore than that.
probably a good idea to change your isp as you infer you are doing :)
