possibilities

The lions run car parks around the Busseys area on Thorpe Road , and broadland council on yarmouth road, but they get full very quickly, last time I used them got the last space about 90 mins before kick off.
getting out can take ages from the ones around Busseys, especially if you use the one at Busseys which parks nose to tail.

I think there is car parking at Norfolk county hall ?? a lot closer to the bypass. never used it so don't know of any issues on traffic jams after the game.
