I'm persuaded by the Hawes argument on this.

They're clearly performing the same job as a pant, regardless of the nomenclature. I think, thinking taxonomically now, that 'short' might just be a subordinate taxa of Lower Body Garment, and therefore perfectly applicable to both Pants and Trousers (Short). Boxer Shorts are simply shorts of the genus Pant.
