I rented a flat in Hove years ago and didn't receive any bills apart from council tax for

the entire time I was there (2.5 years). Like you I'd tried to be transparent and at first I put money aside in case I received a bill. After 12 or so months I spent all the money and forgot about bills.
I've also lived in a flat in Brighton where I had apparently been receiving my neighbours electric bill and he mine (1 bed vs 3 bed). It seems to me that they have so many conversions in Sussex that they're not always easily traceable, especially if your gas supplier is some Scottish water company or something.
Now I'm a homeowner I wouldn't be so cavalier but as a tennant I thought 'f**k it, I've done what I can'
