You can drink cheap fizz any time. So if this is a memorable moment, drink something memorable.

If going for both, then DEFINITELY fizz first (you can reduce its cheapness by super-chilling it and/or adding some cassis or creme de mures (Ribena at a pinch!) or a lump of sugar soaked in cooking brandy.
