The problem is that ..
"The aim will remain to capture seventeenth place or above." is in fact, like it not, the aim of more than half the Prem. And it will remain as such until (which will never happen) there is some fundamental redrawing of the financial rules. Until then, there is simply no real or true competition at all. The same teams, year after year, will be at the top (subject to occasional massive cash injections into other clubs); the others will mill about, more or less in the group beneath them, sometimes in of the Prem, sometimes out.
