What if the top 10 teams in League 3 are B teams who'll get promoted to league 2?

If you want to expose them to a more competitive standard of football you need to get them out of their comfort zone. Maybe have a more formalised loan system where in the close season the prem clubs can put the kids they want up in some sort of draft and each club in the lower one or two leagues get to pick a certain number to supplement their squad but they are subsidised by the parent club and can only play in a limited number of games so they don't get burnt out.
