Serious question related to the cycling debate below

If i'm driving along and am in front of a cyclist and indicate to turn left, am i correct that its my right of way to turn left and that the cyclist should stop if necessary rather than the cyclist having the right to pass on the inside before I turn?

I know I should know the answer to this but have been genuinely unsure about this of late with all these cycle superhighways popping up and that.
