With the league after 20 games, isn't "The Premier League trapped in a cycle of desperation" ?

Again, with these constant critical pieces about Norwich, isn't it the wider problem as well

Some sections of the fans, and media, make it a secular thing, whilst the prem goes through the exact same experience
