Does anybody on here no about altimetres and low flying?

Went to Salthouse /Cley yesterday and the shingle banks have gone and large metal struts are sticking out of the new shingle level (previously hidden) If instructions to fly at x feet above the shingle would it be based on todays height or the height from previous maps. Just a thought.
