A way to increase the magic of the FA Cup

All third round games should be local derbies.

QPR v Chelsea
Liverpool v Everton
Norwich v Ipswich
Birmingham v Villa etc

If one of the teams drops to League One they get a bye. Eg:

Wolves v West Brom
Sheff U v Sheff W

Need something for the 4th round though. Any suggestions? One player in a clown car?
