It's not the referees' fault - it is for the game's administration to sort this out
Rugby players aren't nice or more respectful, it's just that back chat will incur a 10 yard penalty which makes it far likelier tha your opponents will score.
We need a diving panel. Won't help in-game, but a few bans will.
