Yeah but no they are not normally forceful. If you

just say "no thanks" they might try one "oh, come on, it's a good deal and good stuff" but if you show no interest (so also not showing any doubt that you don't want it) they just go on to the next guys.

Which tells me they probably wound it up a bit.

Yeah it's illegal to sell on the streets, but I doubt he was selling dope. More likely coke, heroin or crack.
