All somewhat subjective really.

Consider that Tettey was already up and that Marshall wanted to waste more time (knowing full well his actions would most likely be seen in a positive light) Probably, the most correct course of action would have been for the ref to show Marshall a yellow and signal Norwich to "get on with it" and take the throw. Would have had the Cardiff defenders scurrying back, never know. Fer might still have scored.
