because there is a housing shortage their is money to be made in buying to let. Much more than letting the cash sit in the bank or whatever, which is why people do it.

Take away, of at least ease the shortage and it doesn't just look like an easy investment for every man and his dog, thus stopping the demand being so high, meaning that prices will drop to a level when people can get on the property ladder without having to sell internal organs to gather a deposit.
