If the government really wanted to help people buy homes
they would build more social housing this taking the profit out of the buy to let market meaning that the cost of housing would fall across the board, especially in the south east. Plus there would be loads more jobs in the construction industry, and the chance to give apprenticeships to many young unemployed who can't or won't go to further education.
It's basic supply and demand, the population is increasing quicker than the stock of new housing.
They won't though because the vast majority of those owning more than 1 property are Tory voters and they would be up in arms.
Let's face it too, this offer by the government has been done to try to win a few voters which may tip them over the coalition. it's a desperate act and IMO done a little too early to make much effect.
