We have not spent that much of this years budget if you consider that

The RVW money was money we tried to spend last season but ended up holding onto as we were being quoted ridiculous prices. That money should therefore really be considered part of last seasons spending.

if you take that off then we've spent around ?15m of this seasons budget. Southampton and Swansea have each spent ?12m on one player and West Ham have spent more than that on Carroll. We have no debt to pay off and a guaranteed tv income of ?75 million this summer before one adds on ticketing, sponsorship and catering income etc. We will probably have a wage bill of circa ?45 million so if Mcnally is as good as his word and all other income/profits go on football expenditure then by my calculations we should be able to spend ?25-30 million to spend this summer without taking that much of a risk.
