Let's be fair.

Most of what we think has been said has been quoted in Swedish, translated to Dutch, then translated to English. Only a couple of quotes have been accredited to Toivonen himself, and none of them in situ. So we have no idea of tone or context.

He himself has no Twitter account etc and hasn't given any TV interviews about it from what I've seen.

So let's give him the benefit of the doubt. I mean, basically he has been offered the chance to move to a far better league, but to a club with less resources and less chance of actually winning a championship / playing in Europe than the one he is at now.

He also doesn't HAVE to leave PSV. He could also choose to sign a new contract there, and then he'd be back in the squad.

So you can understand why it takes him some time to come to a conclusion. I mean, I'm sure we didn't offer him the same he is on at PSV, so he's probably trying to negotiate a better deal with us, and at the same time seeing if, if that won't happen, he can use it to negotiate a better contract at PSV that he WILL sign.

Fairly normal behaviour really.
