Not qualified yet, nor my area, so cant suggest anything practical I'm afraid.
He should be able to chase one of the companies for the money though (I say one of, as its quite possible his new employers took on such liabilities when he transferred to them, he could check that out). If the old company are still liable, then it doesnt matter that the actual management have changed, except insofar as convincing them they do owe the money!
Definately keep copies of the emails and any other correspondence relating to the matter, notes of telephone or other conversations etc. If he could get anything in writing from the previous management about it all, that would be useful too.
If his old contract mentioned covering expenses, as I'd have thought it would, and he presents them along with the email corre about the company paying up etc (hinting that he'll take legal advice/court action if they're not paid) then that might give them the kick up the arse they need and pay out.
If he's having no luck himself, then he'll need to get an employment lawyer on the case. Sounds like he's owed quite a bit, so it's worth the expense.
Oh, and couldnt really recommend the dog poo option...
