because players form drops, some get old and need to be replaced, some move on to better things and need to be replaced, etc.

Unless you have a s**t squad then there's no need to make wholesale changes. We were successful playing attacking footy, Hughton changed that but thankfully now he has had a massive climbdown and we're looking like we're back to where we were last season.

You make gradual changes when you have an already successful squad plus limited resources, not drastic ones!
