The more I think about this policy the more mad cap it seems

The vast majority of effected people are in social housing, but the Housing Associations don`t have the stock just to move them into smaller house/flats.

So even if any of them said they would be prepared to move there is just no where to put them.

Of course it`s all Thatchers fault for selling all the council houses and not allowing Councils to build replacements
