Athletics won't bring in the revenue to cover the maintenance and running costs.

The money to build it has been paid for and comes from a different budget. So the equation for the Government is whether to keep it and pay for its upkeep, or offload it onto a buyer (for whatever price they can get) who will then pay the upkeep and pay some rent to boot.

So either adopt a course of action that costs the taxpayer further money, or take a course of action that generates revenue for the tax payer.

It's a no brainer. Fixating on the purchase cost misses the point - that was done for the Olympics and was the price we paid for that summer of glory. The only thing that matters now as a taxpayer is how we minimise our ongoing cost exposure - which this deal does.
