What happens if the subsequent play results in a game changing incident?
Sending off? Counter attack goal? They score anyway? It took at least three or four, slowed down replays to prove it was a penalty. If you force the 2nd ref to make a quick decision, he'll as likely get it wrong as the on field ref would.
