So 'Arsenal falls short" is correct.
It's because we identify with clubs as teams, and not being individual entities, so we're actually reading it as "[the] Arsenal [team] fall short".
I am continually getting corrected on this point by my boss.
Would probably help if I didn't work in a profession (law) full of anally retentive types who actually give a s**t about this sort of thing.
