It's a subconscious trigger than brings out the parental instinct in us (whether parents or not). By seeing one of these, you instantly react to it by modifying your driving style (and usually speed).

Therefore, they're as much of a road safety device as anything.

It's like those 'Keep 2 chevrons apart' signs on the M6 north of Birmingham. By their very existence sets off a trigger in people's minds, and overall gaps between cars increase.
