The "joke" is that

England have caused so much trouble over so many tournaments, and never been kicked out even though it's been threatened loads

we have about 3 over Zealous fans who spilled onto the perimeter and UEFA start disciplinary procedures even though loads worse have gone on at this Tournament

Its just over exaggerating the potential punishment

and UEFA hate us
