GD is unfair in such small groups
One team could run up a big score in the last game for example against a team already out (or already through and playing their reserves). Let the games between the teams involved be the ones that count. Russia wanted to go through over Greece? They had a chance tonight to prove why they should and demonstrated why they shouldnt.
