there aren't any obviously better candidates left out.

Carroll got 13 Prem goals in 26 games last season.

Welbeck got 9 Prem league goals this season from 23 starts.

They aren't terrible figures. Carroll's figures were pretty crap for thsi season but the goals he did get mainly came at the end of the season so you could say he's in form.
