Interesting question.

If I was trying to point someone out from a crowd of people of whom the majority were non-black, and he/she was black, I would say so as it's the most obvious starting point

In fact, it tends to make black people laugh when others try and describe them without referring to their skin colour - "oh she's quite short, has curly hair, big earrings" etc.
