yeah

happens in lots of jobs really. Used to have a CEO who when he came in really seemed to turn the company around, then suddenly you realised he had no more ideas and was trying to make the old ones work, and they just didn't. So he got promoted to another position in the parent company. Which shows that incompetence pays.
