If the hard drive was failing, it would tell you
My experience of old pc's not 'posting' with noises or monitor lights changing, usually is to keep trying
Although when you do eventually get it going, it's going to show you the safe mode options cos you've turned it off and on so much
Maybe try and power it up with nothing but the power lead plugged in. See if you can hear the machine booting
Unplug any usbs too, so on power up the machine has nothing to scan from the usb's and only thinks about posting from the HDD
