Lists like that actually make the better clubs look bad.
Fulham might look good because they dont like banning people for serious offences that other clubs would.
If anything a club that bans more people might be safer because.......
(a) They have got rid of some of the worst supporters
(b) The others know they will be banned if they step out of line.
