Players have to be allowed to shield the ball from an opponent - it's half the skill of football. You can't start changing the rules just because they happen to be near a touchline.

as for the second one - if that happened, then whenever a team was a goal down at the end of a match, they'd just spend the entire time trying to draw a 'red card penalty' wherever they were on the pitch - to grab an equaliser. There'd be players diving all over the place.
