I don't think they're really going to be much different to a lot of teams in the Prem
West Brom, Fulham, Blackburn, Wolves - who are actually prepared to spend quite considerable sums on players but also need other factors to be certain of establishing themselves in the division: Manager, tactics, togetherness etc. The first two might have these, the second two maybe not.
No reason why QPR won't just stay in the second group and, looking at the kind of players they're thinking of buying (20 year olds from Sao Paolo?) I'm not sure what kind of foundations they're going to lay.
