I've thought this for ages
and it's easy to stop.
Let the attacking team take the freekick any time they want. Give the defending teams players 10 seconds to get more than 10 yards away, which is plenty of time - any player within 10 yards after 10 seconds gets booked.
None of this tedious interminable lining up nonsense, which only benefits the team that committed the offence.
