It should be, but won't be whilst there is so much money at stake in promotion from any of
the leagues. You only have to look at the lesser teams who have had success in the cups, who go on to either miss out on promotion, or worse get relegated from the Prem to see that it's not worth going all for it.
I bet Birmingham would swap their League Cup for a place in the Prem, even more so if they don't get up this season.
