Try this...

Open the preferences and under the General tab, click on 'Import Settings...' and that opens a new window. Select WAV encoder in 'Import using'. Then you should be good to go; but I have a feeling this will only work for imports from CDs.

Otherwise there are probably loads of free WAV to mp3 converters out there.
