firstly ask yourself, why does he not want to go through the insurance?
Maybe he isn`t actually insured, even if they show a certificate, it may have been cancelled because payments have not been met.
The car he was driving may have been stolen.
He may be a banned driver.
You really should go through the insurance even if it is just to protect yourself and try to report it to plod. they may not want to know but it may help in future proceedings.
The watch words in this situation is "trust no one"
