Yes agreed re the team in the higher league

Just thinking of a way that they could be punished so late in the day. When Swindon were punished for illegal payments a few years ago I think that they had just been promoted, then were relegated two leagues.

It was reduced to one on appeal and the team in the Prem (or old Divsion 1) survived.

Whatever the ruling someone will benefit.
