I think they do, but the issue currently is with quality and availability.
The shaky grainy pictures that fans take on phones etc are no threat to the proper pictures, no one will scorn Beeb/Sky highlights to watch fan films.
I think if the tech fans are using improves, and their pictures get better, then you'll see the FA/PL doing something about clips on you tube etc.
