It's all about how it is managed I guess...

I know what some folk might think; "f**k me show some ambition and get slagged for it!" Thing is, if things don't go as well as expected then shut off the upper tier of the city stand and fill up the "old" part of the ground. I reckon the upper tier should be solely for casuals and glory hunters.
