I remember the fuss when the World Cup ended up being awarded to Germany instead of South Africa because old Charlie Dempsey (Also head of Oceania at the time, as it happens!) refused to cast a vote. Christ, you'd think he'd murdered a baby.

It was pretty clear that there had been offers and insinuations and brown envelopes under doors, and in the end it seems he'd decidede that the only way not to be seen as having been bought was by abstaining.
